1.0 Details of Post, Qualification and Age (as on 01/01/2017)

1. Group ‘C’ Rs. 5200-20200 with GP Rs. 1900 (Corresponding to Level 2 of Pay Matrix 7th CPC) 02 over Northern Railway Educational Qualification:-
   (1) Passed 10 + 02 (+2 stage) or its equivalent examination with   not less than 50% marks in the aggregate from a recognized Board. 50% is not   to be insisted upon in case of SC/ST/Ex-SM.
(2) Scouting Qualification :-
  (A) A President Scouts/Guide/Rover/Ranger or Himalaya Wood Badge (HWB) holder in any section.
  (B) Should have been an active member of a Scouts organization for the last 5 years. The ‘Certificate of Activeness’ should be as per Annexure-I
  (C) Should have attended two events at National level OR All Indian Railway’s level and Two events at State level.
Age limit UR OBC SC/ST Ex-SM,PWD &Serving Railway Employee
18 to 29 Yrs. 18 to 32 yrs. 18 to 34 yrs. Extent of age relaxation as per the rules
2. Group ‘D’ Rs. 5200-20200 with GP Rs. 1800(Corresponding to Level 1 of Pay Matrix 7th CPC) 12 over Northern Railway Educational Qualification:-
  (1) 10th passed or ITI(in trades approved by the NCVT) or Equivalent from the recognized Educational    Board
(2) Scouting Qualification as under:-
  (A) A President Scouts/Guide/Rover/Ranger or Himalaya Wood Badge (HWB) holder in any section.
  (B) Should have been an active member of a Scouts organization for the last 5 years. The ‘Certificate of Activeness’ should be as per Annexure-I
  (C) Should have attended two events at National level OR All Indian Railway’s level and Two events at State level.

18 to 32 Yrs. 18 to 35 yrs. 18 to 37 yrs. Extent of age relaxation as per the rules
 NOTE 1:- The persons appointed against Scouts & Guides quota of the category of Clerks will be required to possess proficiency in typing with in a period of two years from the date of appointment, and their appointment will be provisional subject to the prescribed typing qualification with in the stipulated period . In case of non acquisition of typing skill with in the prescribed period, no additional time will be given and services of such candidate(s) will be summarily terminated.
NOTE 2:- A written declaration will be obtained from all the candidates who finally qualify for appointment as per Annexure-III. If the candidate violates any of the said declarations furnished by him/her, he/she should be taken up under D & AR by the concerned CPO/Senior DPO on the recommendation of State Chief Commissioner/District Chief Commissioner, as the case may be.
3.0 Medical Examination :
Candidates recommended for appointment will have to pass the requisite medical fitness standards prescribed for the post to be identified by the Northern Railway Administration.
4.0 EXAMINATION FEE :
(i) For all candidates except those mentioned in sub-para (ii) below: Rs. 500/- (Rupees Five Hundred) only through the Indian Postal Order drawn in favour of FA&CAO/Northern Railway, and payable at New Delhi – 110024. Candidates must write their names & full address in the IPO. The examination fee is not refundable under any circumstances.
(ii) For candidates belonging to SC/ST/Ex. Servicemen/Persons with Disabilities (PWDs), Women, Minorities and Economically Backward Classes: Rs. 250/- (Rupees Two Hundred Fifty) only. Examination Fee will be refundeed to these Categories of Candidate only when they actually appear in the examination.
NOTE:- ‘Minority’ means Muslims, Christians, Buddhists, Zoroastrians (Parsis) & Sikhs. Economically Backward Classes will mean those candidates whose family income is less than Rs. 50,000/- per annum.

The following officials are authorized to issue income certificate for the purpose of identifying Economically Backward Classes :
(a) District Magistrate or any other Revenue Officer up to the level of Tehsildar.
(b) Sitting MP of Lok Sabha for persons of their own constituency.
(c) BPL Card or any other certificate issued by Central Government under a recognized poverty alleviation programme or Izzat MST issued by Railways.
(d) Union Minister may also recommend for any persons from anywhere in the country.
(e) Sitting MP of Rajya Sabha for persons of the District in which the MP normally resides.

The income certificate issued by the authorities mentioned above must be as per format given at Annexure-‘E ’. This will have to be issued on the letterhead of the issuing authority.
(iii) IPOs issued before the date of publication of this Employment Notice or after the closing date will not be accepted and the Application Form will be rejected.
(iv) Candidate must write their name, full address at the space provided in the IPO.
(v) Examination fee is to be submitted in the form of Indian Postal Order only. Application received with Cash/ Cheque/ Money order/ Demand Draft Central Recruitment Fee Stamps etc. will not be accepted and application will be rejected.

5.0 Period of Probation – As per rules
6.0 Period of Training – The selected candidate will be required to undergo training as per the requirement of the post on which he/she has been selected.
7.0 Details of Agreement/Security Deposit/Bond to be signed :
Selected candidates shall be required to execute an agreement.
8.0 PLACE OF POSTING :
Selected candidates will be posted over Northern Railway.
9.0 Scheme for recruitment : Candidates who applied in response to notification issued and found eligible after scrutiny will be called for written examination. The candidates qualified in written test will have to undergo the Scouting Skill Assessment and Certificates verification. Panel will be formed as per merit position of successful candidates in both written examination and scouting skill assessment. The Candidate will be assessed on the basis of following criteria.
  (A)

Written Test 50 Marks
The written test will consist of 40 objective question (40 marks) & 1 essay type question (10 marks) relating to Scouts & Guides organiZation and its activities and General knowledge of Grade Pay Rs.1900/- and Rs. 1800/- as the case may be as per the syllabus as Annexure-II
(B) Scouting skill Assessment 10 Marks
A Skill Assessment Committee will assess the practical ability of the Candidates.
(C) Marks on Certificates 40 Marks
(i) Participation/Service rendered in National Evenets/National Jamboree (including All Indian Railway Events) 10 Marks
(a) First Two certificates (i.e. minimum eligibility qualification) NIL
(b) One additional event 07 Marks
(c) Two or more additional events 10 Marks
(ii) Participation/Service rendered in State Evenets/Rallies 10 Marks
(a) First Two certificates(i.e. minimum eligibility qualification) NIL
(b) One additional event 07 Marks
(c) Two or more additional events 10 Marks
(iii) Specialized Scouts/Guides course organized at National/State/All Indian Railways level 10 Marks
(a) One course 07 Marks
(b) Two or more course 10 Marks
(iv) Participation in District Rallies 10 Marks
